FC Flora is an Estonian professional football club based in Tallinn that competes in the Meistriliiga, the top flight of Estonian football. Founded in 1990, the club plays their home matches at the 14,336-seat Lilleküla Stadium. Flora is one of Estonia's most successful clubs, having won a record 15 Meistriliiga titles, eight Estonian Cups, and 12 Estonian Supercups. The club made history in 2021 by becoming the first Estonian team to reach the group stage of a UEFA club competition, participating in the Europa Conference League. FC Flora, commonly known as Flora Tallinn or simply Flora, was founded on 10 March 1990 by Aivar Pohlak as an effort to revive Estonian football during the dissolution of the Soviet Union. The club is one of only two teams that have never been relegated from the Estonian top division, alongside Narva Trans. Flora's transfer policy focuses exclusively on Estonian players, either native Estonians or those holding Estonian citizenship, which relates to Estonian nationalism and the club's aim to develop Estonian football and its culture.

Flora was founded in 1990, with the team mainly based on players from the Lõvid youth team. They finished their first season in last place and were relegated. The situation improved after the formation of the Meistriliiga in 1992, when Estonian clubs could once again compete for the Estonian League Championship after 52 years of Soviet occupation. Flora finished the inaugural Meistriliiga season in fourth place and were runners-up in the 1992-93 season.
In 1993, Roman Ubakivi was appointed as manager. Flora won their first league title in the 1993-94 season after Tevalte was controversially disqualified for match-fixing allegations. Flora won the championship play-off match against Norma 5-2. The club made their European debut in the 1994-95 UEFA Cup, losing to Odense 0-6 on aggregate, but successfully defended their league title and won their first Estonian Cup.
Under Teitur Thordarson, who replaced Ubakivi in January 1996, Flora won the 1997-98 league title and another title in the same calendar year due to format changes. The club made their UEFA Champions League debut in 1998-99, narrowly losing to Steaua București 4-5 on aggregate.
From 2001 to 2003, under manager Arno Pijpers, Flora won three consecutive Meistriliiga titles after moving to the new Lilleküla Stadium. In 2003, Flora achieved an unbeaten league season, extending their unbeaten run to 37 matches, while Tor Henning Hamre scored a record 39 goals in a season.
The mid-2000s saw Flora struggle, finishing fourth in 2005 - their first season without a Meistriliiga medal since 1992. Under various managers including Pasi Rautiainen, the club experienced mixed results, including their biggest defeat in the Meistriliiga, losing 0-6 to TVMK in 2007.
Martin Reim brought success back to Flora from 2010, ending Levadia's four-year dominance by winning the 2010 and 2011 league titles. Flora celebrated their 25th anniversary in 2015 by winning their 10th league title and continued their success under returning manager Arno Pijpers, who led them to their 11th title in 2017.
The Jürgen Henn era (2018-2023) proved to be the most successful in Flora's history. Under Henn, Flora won multiple titles including a treble in 2020. The club made history in 2021 by becoming the first Estonian team to reach a UEFA group stage, qualifying for the Europa Conference League where they earned their first group stage point against Anorthosis Famagusta and first victory against Partizan. Henn led Flora to their 14th and 15th league titles in 2022 and 2023 before stepping down in November 2023.
Flora has won a record 15 Meistriliiga titles (1993-94, 1994-95, 1997-98, 1998, 2001, 2002, 2003, 2010, 2011, 2015, 2017, 2019, 2020, 2022, 2023), eight Estonian Cups (1994-95, 1997-98, 2007-08, 2008-09, 2010-11, 2012-13, 2015-16, 2019-20), and a record 12 Estonian Supercups (1998, 2002, 2003, 2004, 2009, 2011, 2012, 2014, 2016, 2020, 2021, 2024). The club has also won the regional Livonia Cup three times (2011, 2018, 2023).
Flora became the first Estonian club to reach the group stage of a UEFA club competition, participating in the 2021-22 UEFA Europa Conference League. They were the first Estonian team to earn a point in UEFA group stage history with a 2-2 draw against Anorthosis Famagusta and the first to win a group stage match, defeating Partizan 1-0.
Flora's crest features the Greco-Roman goddess Flora, after whom the club is named. Since 2024, the first team crest also includes three stars commemorating the club's 15th league title won in 2023.
The club's traditional colors are green and white, symbolizing growth, purity, and honesty.
Flora's deepest rivalry is with FCI Levadia, and their fixture is known as the Tallinn Derby. The rivalry began in 1999 when Levadia entered the Meistriliiga and immediately challenged Flora for the title. In the early 2000s, language and nationality were separating factors, with Levadia seen as the choice for Russian speakers and Flora for Estonian speakers, though this perception has since faded. Since 2019, both clubs share the A. Le Coq Arena as their home ground. The attendance record of 3,510 was set on 28 June 2023.
The fixture between Flora and Nõmme Kalju FC is known as the Railway Derby, named after the railway connecting their stadiums. The rivalry emerged in the early 2010s when Kalju began challenging Flora's success and popularity. The rivalry intensified due to enmity between Flora's founder Aivar Pohlak and Kalju's president Kuno Tehva. Flora's signing of Kalju's players Henrik Pürg and Vlasiy Sinyavskiy in 2018 further strained relations, and no transfers have occurred between the clubs since. The fixture's attendance record of 3,521 was set in the 2013 Estonian Cup final.
